Speaker: Doris Turner

Since being named the Technical Operations (Tech Op) Obstruction Evaluation Program Manager, Ms Doris Turner has taken an active role to listen to Field Specialists, coordinate with numerous contributing lines of business, and support the overall OE process.
Dori Turner graduated from the United States Military Academy in 1980 and immediately began working with radars as a Field Artillery officer in the United States Army. She later applied her radar knowledge and survey abilities as a support contractor to the FAA in Fort Worth, Texas. Ms. Turner came on board with the FAA and continued her work efforts, being the primary engineer responsible for the site selection process with screen angle surveys for Terminal and Long Range Radars, site development and construction, and airport traffic control tower siting efforts. Later, she became a Regional Program Manager for Surveillance, Weather and Automation regional programs.
In 1996, Dori Turner came to Washington DC to advocate regional and field issues on the then new STARS automation system. Having worked as the Terminal Systems Liaison and as Program Manager for Seismic Risk Mitigation, she has consistently demonstrated an innate ability to provide creative solutions and to mediate the difficult resolutions in order to provide the best options for all concerned parties.
Ms. Turner has been working diligently to streamline the efforts and increase the level of expertise provided by the Tech Ops OE staff throughout the nation. Her office has been busy this past year networking with Academia, developing a baseline and reorganization of the Tech Ops OE work force, and also participating in several, sometimes contentious OE cases. Dori has been key in facilitating better internal communications, fostering the forum to discuss technical issues. She has also been the primary force to transition the manual evaluation process into an efficient, logical automated method for those Specialists that are focused on the day-to-day performance of more than 15,000+ aviation navigation systems. Currently, her Tech Ops OE office has been supporting additional research to study the impact of Wind Turbine Generators (WTGs) on various types of radar.
