Kathlyn Hoekstra is a Senior Policy Analyst in the Aeronautical Information Management (AIM) Division of the FAA’s Air Traffic Organization. Within AIM, Kathie focuses on institutional, legal and international issues. She advises management on the protection of the national airspace system, eminent domain & zoning around airports, changes to regulations, and International Civil Aviation Organization (ICAO) issues involving NextGen.
Kathie is also a commercial, multi-engine pilot with instrument privileges. She joined AIM in 2007, after working for 3 years in the Office of Chief Counsel, Enforcement Division where she prosecuted certificate holders for violations of airspace, antidrug and medical regulations. Prior to joining the FAA, Kathie worked for 11 years with the Federal Deposit Insurance Corporation. At the FDIC, she wrote testimony for the Chairman on lender liability issues, supervised litigation strategy of field attorneys on environmental matters and advised management on how to handle contaminated assets acquired from failed banks. In 1997, Kathie received an LLM in Environmental Law from the George Washington University Law School.
